MROSD surpasses 60,000 acres of open space preserved after agreement with POST to manage October Farm

Los Altos, California [November 17, 2011] – The Midpeninsula Regional Open Space District has met a milestone after approving a lease agreement with Peninsula Open Space Trust (POST) to manage its 270-acre October Farm property, pushing the District over the threshold of 60,000 acres of land preserved (see map).

“While there is still much work to be done, it is truly remarkable how much wildland the District and its partners have preserved in the densely populated Bay Area,” said District General Manager Steve Abbors. “This is the job the voters asked the District to do on their behalf and we are continuing to preserve these natural lands that sustain our quality of life in so many ways, providing clean air, clean water and respite from urban life.”

The District is a public agency created by voters in Santa Clara County in 1972 in response to rapid development in the area. It has since expanded into parts of San Mateo and Santa Cruz Counties with the mission of preserving a regional greenbelt of open space, protecting and restoring the environment and providing for ecologically-sensitive public enjoyment. The 60,000 acres of preserved natural lands that the District now manages includes 24 open space preserves with over 234 miles of trail that are free of charge and open to the public daily.

The October Farm property is located near Half Moon Bay and for now will remain under the ownership of POST, a private non-profit land trust that purchased the land in July. It will be managed by the District as part of its nearby Purisima Creek Redwoods Open Space Preserve. The District and POST often work in a public-private partnership toward common land preservation goals.

The District will manage October Farm, which had the potential for three residential developments, for the health of the natural environment balanced with agricultural use. The property includes part of the highly-visible Irish Ridge, as well as ¾-mile stream frontage on Lobitos Creek. A large portion of the Lobitos Creek watershed is now under District management, creating opportunities for restoration projects that could benefit species such as threatened steelhead trout, which have been observed in the creek despite fish passage barriers. The District intends to continue conservation cattle grazing on the land and will explore the feasibility of agricultural crops.

Shely Pack Dancers to perform at Harbor Village!!!!

HALF MOON BAY – Students of Shely Pack Dancers will perform for a free Xmas show at Harbor Village Mall on Saturday December 10th at approximately 2:45 PM. All are welcome! Dancers will range in age from 2 ½ to 18 years.

Other Harbor Village activities include a skating rink on both Sat & Sunday(10th & 11th) and a visit by Santa 12 noon to 4 PM.

Three students of Shely Pack Dancers recently won state honors on November 5 & 6 2011 by practically sweeping the annual Dance Masters of California dance competition in Santa Clara assuring their entry into the Dance Masters of America’s Annual Convention and Competition in Anaheim this upcoming July.

REDWOOD CITY, Calif. – The San Mateo County Board of Supervisors today appointed John Maltbie as Acting County Manager, effective December 1, 2011.

Maltbie served as San Mateo County Manager for 20 years until his retirement in December 2008. As Acting County Manager, he will have overall management responsibility for the County’s $1.75 billion budget.

The Board, meanwhile, will conduct a nationwide search for a new County Manager. That search is expected to take several months and no deadline has been set to fill the position.

The Board announced the interim appointment following a closed session meeting.

The Board said a subcommittee of Supervisors Adrienne J. Tissier and Dave Pine will negotiate a contract that will come before the full Board at a special meeting at 9 a.m. on Tuesday, November 29.

The Board said Maltbie’s extensive knowledge and experience will help the County continue its mission of delivering excellent services to the community while seeking ways to reduce costs.

“I am looking forward to serving the residents of San Mateo County to the best of my abilities,” Maltbie said.

Maltbie will succeed David S. Boesch.

San Mateo County Manager Announces Resignation

San Mateo County Manager David Boesch today announced that he will resign effective December 31.

“It has been an honor and a privilege to lead this organization during especially challenging times,” Boesch said. “I will forever treasure this experience and the many fond memories and friendships.”

The announcement followed a closed session of the Board of Supervisors. Boesch said it was clear that he and the Board had different philosophies and that in the best interests of the organization he tendered his resignation.

Carole Groom, President of the Board of Supervisors, said the Board appreciates his many contributions and the value he has brought to the organization. She said the Board will conduct a nationwide search for a new county manager. Boesch’s last day in the office will be November 15. Between November 15 and December 31, Boesch will provide transition assistance to an interim County Manager who has not been selected.

After serving as Assistant County Manager since February 2007, Boesch was appointed County Manager in late 2008 just as the impact of one of the worst economic downturns in the nation’s history hit California counties, leaving San Mateo County with a structural budget deficit of more than $100 million.

Boesch worked with the County’s 20 departments to set funding priorities that emphasized maintaining front-line services such as children and family services and public safety programs. At the same time, the County has worked to reduce costs by streamlining services internally and with other agencies and renegotiating pay and benefit packages with labor groups while ensuring the County received a fair share of state and federal reimbursements. As a result, the County has a balanced budget for Fiscal Year 2011-12 with a declining reliance on reserves and with a reduction in spending of approximately $30 million.

“I have a real passion for working on problems that on the surface seem intractable,” he said. “What I have learned in my career in public service is that almost any problem is solvable if you bring together the people involved and demonstrate a genuine commitment to working in partnership toward a solution.”

Boesch began his career in public service as a planner in Utah. After earning a master’s degree in public administration from Harvard University’s John F. Kennedy School of Government, he became director of community development of Nashua, N.H., and then Sunnyvale, Calif. He served as Menlo Park’s city manager from 2000 to 2007 before joining San Mateo County.

David Boesch was fired.

“I’m not yet persuaded that we need to build a new jail facility either to replace the women’s facility or address some of the crowded conditions in Maguire to the order magnitude the Sheriff is recommending,” Boesch wrote in an email to The Daily News.

This is part of the reason.

He was one of the best things going for the Taxpayers of San Mateo County.

note: David was not a member of Service League of San Mateo County.

San Mateo County Board of Supervisors Waives $6 Vehicle Entry Fee at San Mateo County Parks for September 24, 2011, National Public Lands Day

Redwood City, CA – The San Mateo County Board of Supervisors at their September 13 meeting approved a one-time waiver of the County Parks’ $6 vehicle entry fee on Saturday, September 24, 2011, National Public Lands Day, to encourage County residents to get outdoors, explore a park, and learn how volunteers help preserve the public lands that are so important to our communities.

For the fifth year, San Mateo County Parks will join more than 1,500 other federal, state, county and local parks, open space and recreational agencies across the country, to celebrate National Public Lands Day through discovery and volunteerism.

National Public Lands Day activities begin with September’s Take A Hike at 9 a.m. in San Pedro Valley Park in Pacifica led by Supervisor Rose Jacobs Gibson. Join the Supervisor, park rangers and volunteers with the Friends of San Pedro Valley Park—your hike leaders and naturalists for the morning.

Other activities include:

Edgewood Park and Natural Preserve, Redwood City, 10 a.m. – 4 p.m.: California Native Plant Society volunteers will lead hikes at 10 and 11 a.m. to show you how and where they work to eradicate invasive plants and strengthen the natural habitat for endangered species, including the Bay Checkerspot butterfly.

Volunteer hosts at the Bill and Jean Lane Education Center will welcome visitors to the recently opened Education Center which features displays about the unique plant communities in the Preserve.

James V. Fitzgerald Marine Reserve, 2 – 4 p.m.: Low tides at the Reserve reveal a colorful world of sea life. Visit the reserve and take the opportunity to ask questions of the volunteer naturalists who will help you identify what you see in the tide pools.

San Bruno Mountain, Brisbane, 10 a.m. - Noon: Digging in the dirt is important work at San Bruno Mountain. Join San Bruno Mountain Watch volunteers who continue their work on the Bog Trail removing invasive plants and supporting the growth of the native plants that are vital to life on the Mountain.

Wunderlich Park, Folger Stable, Woodside, 10 a.m. – 4 p.m.: Join docents from the Friends of Huddart and Wunderlich Parks at the newly renovated Folger Estate Stable. The exhibits at this working Stable and Carriage Room highlight the rich history of the area and the importance of the horse to American culture in the west.
